GISD Approved for Teacher Incentive Allotment

Gainesville ISD received notification that our Teacher Incentive Allotment (TIA) Plan has been fully approved by the Texas Education Agency (TEA).  Under House Bill 3, the TIA program provides a realistic pathway for top-performing teachers to earn higher salaries and helps districts retain and attract highly effective teachers. 

The district began the work of designing, developing and implementing a TIA plan in the Fall of 2024 before applying to join the program in Spring of 2025. The local plan focuses on math and reading/language arts (RLA) with plans to expand to other content areas in the future.

Currently, the following positions in Gainesville ISD have been approved for eligibility for TIA designation:

  • 4th Grade Reading or Math Teachers
  • 5th Grade Reading or Math Teachers
  • 6th Grade Reading or Math Teachers

The district designation system relies on two primary score components: teacher evaluations and student growth measures on standardized assessments. Each designation is accompanied by a different financial award based on the demographics of each school.  Once a teacher is designated, they may generate an annual allotment for their employing school district based on their campus of employment for five continuous years. The current rates for GISD campuses are as follows:

  • Recognized Designation: $6,693 - $7,756
  • Exemplary Designation: $13,385 - $15,512
  • Master Designation: $24,309 - $27,853

By state rules, earning a designation through TIA is a two-year process. GISD is currently in the data collection year. The 2026-2027 school year is the year in which designations will be submitted and confirmed.

In October 2026, GISD will submit data to TEA, along with a list of proposed teacher designations, and in April 2027, TEA will notify the district of approval of the district’s data and designations.  Since TEA allotments are subject to change every April, the posted April 2027 allotment amounts will be used for the August 2027 payouts.

A district can apply for an expansion/modification every April.  GISD has submitted an expansion application to include K-8 Reading and Math teachers for the next cohort of eligible teachers. The application for expansion will be approved sometime between June - August.  If approved, the 2026-2027 school year will be the data collection year for the second cohort.  

Teachers will receive their annual payout as long as they remain a classroom teacher and have an active designation. TIA designations remain active for five years. If a teacher moves to another TIA district after they are fully designated and they are still within the five year window, the funding moves with them and is paid out according to the new district’s timeline and funding allotment.
